Business Operations Analyst I
Summary
The Business Operations Analyst I supports the execution and continuous improvement of the organization’s technology-enabled proposal operations. This position provides analytical, operational, and process support across business development, capture management, proposal development, and enterprise operations activities. The analyst serves as a force multiplier by gathering and synthesizing information, monitoring operational performance, supporting workflow execution, and providing decision-support products to leadership. This is an entry-level position working under the direct supervision of the Project Lead, offering an excellent opportunity for a motivated professional with 1 to 3 years of experience to develop expertise in federal contracting, business operations, proposal development, process improvement, data analytics, and AI-enabled business workflows aligned to Association of Proposal Management Professionals (APMP)-informed practices.
Essential Duties and Responsibilities
Business Analysis & Research
- Research, collect, and synthesize information from internal and external sources.
- Analyze business development, proposal, operational, and organizational data to identify trends, risks, and opportunities.
- Support market research, customer analysis, and opportunity assessments.
- Develop findings and recommendations to support leadership decision-making.
- Assist with strategic planning and operational improvement initiatives.
Proposal Operations Support
- Maintain visibility of proposal, capture, and business development activities.
- Track proposal schedules, milestones, deliverables, and workflow status.
- Monitor operational metrics and identify potential bottlenecks or execution risks.
- Support proposal reviews, gate reviews, and workflow governance activities.
- Assist in coordinating activities across business development, capture, technical, pricing, and operational teams.
Reporting & Decision Support
- Develop reports, dashboards, scorecards, and executive briefing materials.
- Maintain proposal operations performance metrics and key performance indicators.
- Prepare recurring and ad hoc reports for supervisors and leadership.
- Track action items, decisions, and organizational priorities.
- Present information in a clear, concise, and professional manner.
Process Improvement & Operations Support
- Assist with documenting business processes, workflows, and standard operating procedures.
- Identify opportunities to improve efficiency, quality, and throughput.
- Support implementation of process improvements and workflow automation initiatives.
- Contribute to continuous improvement efforts across proposal and operational functions.
- Help maintain accountability and momentum across multiple initiatives.
Technology & Automation Enablement
- Utilize business applications, reporting tools, and workflow management platforms.
- Support implementation and adoption of AI-enabled business and proposal tools.
- Assist with maintaining data repositories, workflow systems, and operational dashboards.
- Identify opportunities to automate repetitive tasks and improve productivity.
- Promote data accuracy and operational consistency.
Required Qualifications
- Bachelor’s degree in business administration, Management, Operations, Data Analytics, Information Systems, Communications, Public Administration, or a related field.
- 1 to 3 years of professional experience in business operations, project support, business analysis, data analysis, administration, proposal support, or a related field.
- Demonstrated experience using enterprise AI productivity tools, including Microsoft Copilot and ChatGPT, to support research, analysis, document development, or workflow improvement.
- Strong analytical, organizational, and problem-solving skills.
- Proficiency with Microsoft Office Suite, particularly SharePoint, Excel, PowerPoint, and Word.
- Ability to manage multiple priorities in a fast-paced environment.
- Strong written and verbal communication skills.
- Ability to work independently while collaborating effectively within a team environment.
Language Skills
- Written Communication: Proficient in developing clear reports, dashboards, briefing materials, SOPs, and decision-support documents for leadership and cross-functional audiences.
- Verbal Communication: Ability to present information and findings clearly and professionally to supervisors, leadership, and team members.
- Documentation: Skilled in maintaining operational trackers, data repositories, workflow systems, and reusable content artifacts.

Preferred Qualifications
- Experience supporting federal government contracting organizations.
- Familiarity with business development, proposal development, project management, or operations functions.
- Experience with Power BI, Tableau, Power Automate, SharePoint, Smartsheet, Salesforce, HubSpot, Monday.com, Unanet, or similar platforms.
- Exposure to AI-enabled productivity tools and workflow automation technologies.
- Internship, academic, or professional experience involving data analysis, reporting, research, or process improvement.
